What Is the Legal Process to File Paperwork for the Guardianship of a Minor Child in Michigan?

Question by Phoenix: what is the legal process to file paperwork for the guardianship of a minor child in Michigan?
My sister would like to get legal guardianship of two boys, ages 15 & 13, that are friends of her 12 yr old son. They have lived with my sister on a full time basis since June 2007. The parents live in a motel, & have no money, work, transportation, or any other means of caring for these boys, & are known drug users (at least the father is). The father also has a warrant out on him, but the police say that they won’t go pick him up, they have to catch him on the street. The boys live with my sister with the parents permission (but not legally on paper), but recently the oldest boy suffered a sever neck injury (cracked neck vertebrae) at football practice, & needs a stable place to recover. My sister is married, with 5 children & a big home & loves these boys like her own. Her husband is in full support of this. What is the process that she needs to go through (from paperwork to filing?). She doesn’t have a lawyer, & with the parents permission, is guardianship hard to obtain?
Thank you for the Guideline link. That will help my sister. I am also interested in knowing what order the papers are filed. She has the Order and Petition (PC 586), and the Petition for Guardianship of a Minor, also Order Regarding Appointment of Guardian of a Minor (PC 653). She also has the Letters of Guardianship. In what order do these need to be filed?
